Essex County law enforcement officials and counterparts from state and federal agencies launched a billboard campaign to raise awareness of the criminal penalties for carjacking. The strong-arm thefts of autos has increased annually in Newark since 2009, and is on pace to hit about 400 incidents countywide this year.
